VAT Adviser for Amazon Sellers: What It Should Include and How to Choose One

An Amazon VAT adviser does more than file your home-country return. Here is what to expect, when you need local registrations and what to ask before hiring.

A good VAT adviser for Amazon prepares and files your returns (the One-Stop Shop and, if you hold stock in other countries, local registrations), reconciles Amazon’s reports with your bookkeeping and answers tax authorities if they contact you. If yours only files your home-country VAT, half of the work is probably missing.

Why Amazon VAT does not sort itself out

Amazon calculates and collects VAT on many sales and lets you download reports, such as the VAT transactions report. However, when your company is established in the EU, declaring that VAT is generally your obligation, not Amazon’s. Sellers based outside the EU have different rules, so confirm your case with a professional.

Three situations make the work harder: selling to consumers in several countries, storing goods in warehouses in other countries (for example, with FBA Pan-EU) and selling through a foreign company, such as an Estonian OÜ or a US LLC.

What an Amazon VAT adviser should cover

  • One-Stop Shop (OSS). Registering for the scheme and filing the quarterly return with the VAT on your sales to consumers in other EU countries. In Spain, the return is form 369.
  • VAT registrations in other countries. If you store goods outside your country, you normally need a local VAT number and returns there. OSS does not replace them.
  • Periodic VAT in your own country. National returns (in Spain, form 303) must match your Amazon sales.
  • Intra-EU transactions. Informational returns and the treatment of your own goods moved between countries.
  • Reconciliation with Amazon. Matching VAT reports, settlements and fees with the bookkeeping. This is where most differences appear.
  • Handling tax authority requests. Who answers, how fast and in which language when an authority asks for documents.

Eight questions before you hire

  1. Do you handle OSS registration and VAT registrations in other countries, or only file in my country?
  2. Which Amazon reports do you need and how do you receive them?
  3. Who reconciles differences between Amazon and the bookkeeping, and how often?
  4. What does the fixed fee include and what is billed separately (country registrations, tax authority requests, regularisations)?
  5. What happens if prior-year sales need to be regularised?
  6. Who files the returns and who answers if there is an error?
  7. Have you worked with sellers with my structure (sole trader, limited company, OÜ, LLC)?
  8. How fast and through which channel do you respond to a tax authority request?

Specific answers are worth more than any published price. If an adviser cannot answer questions 1, 3 and 8 in detail, keep comparing.

Warning signs

  • A fixed price without asking where your stock is stored.
  • A promise to “pay less VAT” without explaining the legal mechanism.
  • Not being able to explain how VAT on sales to other countries is declared.
  • No identifiable person who files your taxes.

If you sell through a foreign company (OÜ or LLC)

When you sell through a company in another country, VAT is declared in that company’s country (for an OÜ, Estonia).
