Do You Need a VAT Number to Sell on Amazon in Europe?

Do you need a VAT number to sell on Amazon in Europe? In most cases yes: you need one in every EU country where Amazon stores your stock, and sometimes in your home country as well. Sellers who ship everything from one country can often cover other EU sales with a single One-Stop Shop (OSS) registration instead. This guide gives you a decision path, country by country, so you know what to register before Amazon or a tax office asks.

The short answer: three questions decide it

  1. Where is your stock when a customer buys? A country that holds your inventory generally requires its own VAT registration.
  2. Where is your business established? EU companies and non-EU companies are treated differently, especially for thresholds.
  3. Where do you ship from, and where to? Cross-border sales from a single warehouse can often be reported through OSS.

If you cannot answer the first question with certainty, check your Amazon fulfilment settings first. Programmes such as Pan-EU can move stock between countries without you choosing each destination, and each destination can create a registration.

Quick reference: which situation are you in?

Your situation Usually needed
FBA stock in one EU country only VAT number in that country; OSS may cover sales to other EU consumers
FBA Pan-EU or CEE distribution VAT number in each country where stock is held
Selling from your own warehouse to EU consumers Often OSS; local registration if you hold stock abroad
Importing low-value goods from outside the EU IOSS may apply
No EU stock and no EU sales yet Nothing yet; plan before enabling programmes

Case 1: you hold stock in an EU country

When Amazon FBA stores your goods in a country, a sale from that stock is a local supply in that country. That is why the number is required even when the customer lives elsewhere. Country-specific guides: Germany, the Netherlands, Poland and Czechia, Spain and Italy. For the full picture of Pan-EU, read FBA Pan-EU: which countries and VAT numbers you need.

Case 2: you sell across borders from one country

If your inventory sits in a single EU country and you sell to consumers in other EU countries, the One-Stop Shop lets you declare those distance sales in one return, at the rate of each customer’s country. A EUR 10,000 annual threshold applies to businesses established in a single EU country; below it you can charge your home VAT rate. Non-EU businesses generally cannot use that threshold. The mechanics are explained in the EU ecommerce VAT and OSS guide.

Case 3: you import goods from outside the EU

Imports are a separate topic. The importer pays import VAT at customs, and low-value consignments can use the Import One-Stop Shop. Read IOSS explained. If you import under your own name, you may also need an EORI number, covered in VAT ID vs tax number vs EORI.

Case 4: you are based outside the EU

Non-EU sellers have the same local registration duties and usually lack the threshold relief. Some countries also expect a fiscal representative. We cover this in how a non-EU seller gets an EU VAT number. Many non-EU sellers also compare setting up an EU company; see the Estonian company for ecommerce guide and US LLC or Estonian company for Amazon FBA.

What happens if you sell without registering

Unregistered sales can lead to back taxes, interest and penalties, and Amazon may restrict your account until valid VAT details are provided. The longer you wait, the larger the period you may have to regularise. Use the Amazon EU VAT compliance checklist to review your position.

How to get started without over-registering

  1. List the countries where Amazon actually stores your stock.
  2. Decide whether to limit storage to fewer countries to reduce registrations.
  3. Estimate the cost of each registration and its returns with the VAT registration cost calculator.
  4. Register before stock arrives, not after.
  5. Check the VAT rate that applies to your product in each country: see EU VAT rates for ecommerce sellers.

Frequently asked questions

Can I sell on Amazon in Europe without a VAT number?

Only in limited situations, for example if you hold no stock in the EU and your sales are covered by a different scheme. As soon as inventory is stored in an EU country, you generally need to register there.

Is one VAT number valid across the whole EU?

No. VAT numbers are issued per country. OSS lets you report some cross-border sales in one return, but it does not replace local registrations where you hold stock.

Do I need a VAT number if I use FBA in only one country?

Yes, in that country. You may also use OSS for sales to consumers in other EU countries.

How long does registration take?

It varies by country and by how complete your documents are. Plan for weeks, not days, and register before shipping stock.

What if I only sell a few products?

The duty depends on stock location and thresholds, not on how many products you sell. A small catalogue still creates a registration if it sits in a warehouse in that country.
